COMMUNITY COOKING PROGRAMME – HEALTHY FOOD MADE EASY (HFME)
FOR SLÁINTECARE HEALTHY COMMUNITIES (SHC) PROGRAMME, CORK CITY-NORTH
BACKGROUND INFORMATION
The Head of Service, Health & Wellbeing & Strategy, Cork & Kerry is
inviting Expressions of Interest (EOI) from organisations with a track
record of working effectively with communities to improve their
physical health and emotional wellbeing - to co-ordinate and deliver
the following community based programme Community Cooking Programme
– Healthy Food Made Easy (HFME).
Successful organisations will be contracted by HSE via Section **Apply
on the website** Grant Agreement (Health Act *)
to deliver a specified level of service as part of the Sláintecare
Healthy Communities Programme. It is essential the host organisation
for this post has a track record of working effectively with
disadvantaged communities to deliver programmes that improve health
and wellbeing. Previous experience in delivering the programme will
be an advantage but is not essential.
The geographical area of the service will include the FOLLOWING
ELECTORAL DISTRICTS AND HEALTH ACTION ZONES: Knocknaheeny, Fair Hill
A, Fair Hill B, Fair Hill C, Churchfield, Gurranebraher A,
Gurranebraher B, Gurranebraher C, Gurranebraher D, Gurranebraher E,
Farranferris B, Farranferris C, The Glen A Mayfield, Blackpool A.
The Healthy Food Made Easy Programme is a 6-week nutrition and cooking
skills course delivered by trained facilitators in the community. The
programme is primarily targeted at socio-economic disadvantaged groups
but is suitable for a wide range of audiences including parents of
young children, teenagers, Travellers, families living in homeless
hubs, and those attending family support services. The co-ordination
and delivery of the service by a community organisation will involve a
partnership approach with the community and voluntary sector, the HSE
and other health care providers.
COMMUNITY ORGANISATIONS WILL BE REQUIRED TO:
* Recruit and contract a panel of Healthy Food Made Easy community
tutors *.
* Assign administration resource to a designated co-ordinator to
manage the logistics of programme roll out in accordance with national
standards (approximately *h/course)
* To be trained as a Healthy Food Made Easy community tutor
themselves to deliver & provide cover for tutors when necessary
* To advertise and recruit appropriate target participants/
community groups into the Healthy Food Made Easy programmes ,
including necessary registration paperwork
* To support operation of the groups e.g. maintain roster of
programmes, venues, insurance, participant reminders, budget
management/ tutor payment, ordering/ maintaining supply of participant
& tutor support materials from HSE healthpromoion/safefood etc.
* Link with community tutors to arrange dates, times & necessary
support to each programme
* Liaise with HSE Community Dietitian to co-ordinate group input
(dietitian visit), new tutor training and annual refresher/update for
community tutors aswell as managing informal queries on programme
content/ operational issues etc.
* Coordinate annual refresher training for community tutors, support
recruitment & training of new tutors.
* Ensure required monitoring and evaluation processes are in place.
* Participate in local coordination governance groups with all
stakeholders, identifying and responding to gaps and local need.
* Ensure facilitators and staff involved in programme co-ordination
have access to IT equipment, confidential client data storage, and
internet access to enable data collection, monitoring and reporting.
* Complete and return reports, including financial reporting in a
timely manner, to facilitate monitoring and evaluation of the
programme by HSE.

programmes have been delivered in the area and it’s anticipated that
a similar number will have to be delivered annually.
THE HSE WILL PROVIDE THE FOLLOWING SUPPORT TO THE COMMUNITY
ORGANISATION:
* Funding to provide the agreed quantum of service, in line with
nationally agreed funding model.
* Access to HSE Dietitian to provide training for Healthy Food Made
Easy tutors and refresher/upskilling on an annual basis; background
support to answer tutor queries; and to visit each course on week 5 or
6.
* Support from HSE Sláintecare Healthy Communities co-ordinator on
promoting the programme across the area.
* Access to materials and resources to support programme delivery.
*NOTE: The Revenue Commissioners have published a Code of Practice for
Determining Employment or Self-Employment Status of Individuals. It is
the responsibility of the organisation contracted to provide a service
to HSE to ensure that their HR and employment practices are compliant
with relevant employment and tax law.
